Forget about the meaning of life for a moment! Think about the normal use of ‘meaning’. I can ask “What does this sentence mean?” and the answer is something I find out. Equally I might ask “What did he mean by saying that?” and again discover the answer. The same goes for an action such as a gesture. That gesture is insulting; what he meant by that gesture of dismissal was precisely that, a rude dismissal of what you say.
